Illegal=A-okay?

So. There is a fic on ff.net that makes a profit. In the author's profile, they link to their webpage, which gives the progress on all their fanfiction on ff.net. They also say that they are poor and can't update quickly because of their lack of money, then direct people to a tips jar where they can give him money. In other words, for his fiction, he is in fact turning a profit from his readers. This is illegal.
I tried to report abuse, but there wasn't a suitable section for it under the abuse tab. I picked one and then submitted my complaint. Multiple times, in face, spaced out by a few days each time. Fanfiction.net has done nothing at all. Is there any other way to contact them? I haven't been able to find it.
